Vice President - Technical Services

Company Description: With a corporate office and centralized administrative and support services in St. Andrews, Manitoba, and a network of bases in Manitoba, Nunavut, and British Columbia, Custom has been a leader in providing safe and reliable VFR operations since 1977.

The Vice President, Technical Services reports to the President and CEO and is accountable for providing strategic leadership and direction for the Technical Services organization. The Vice President, Technical Services is further accountable for ensuring that all base maintenance operations strictly adhere to aviation regulations, company policies, industry standards and protocols as well as the implementation and adherence to robust safety protocols and procedures to mitigate risks and maintain a safe working environment for base maintenance and technical services staff.

Key Responsibilities:

Provide strategic leadership, setting goals, and aligning the base maintenance and technical support objectives with the broader organizational strategies.

Implement operational excellence and continuous improvement strategies and drive required change where needed.

Provide regular reporting and continuous improvement of Key Performance Indicators (KPI’s) to improve performance, efficiency, and customer experience.

Direct and develop personnel to align with corporate and department objectives in providing timely and accurate support and services to the business.

Participate (and in collaboration with line maintenance) build an optimized and cost-effective base maintenance and technical services budget including capital requirements for tooling, equipment, dynamic components, and spares.

Develop and update technical services policies and procedures to ensure consistency and alignment with objectives.

Support safety initiatives including investigations, reporting, and the implementation of corrective and preventative action plans.

In collaboration with stakeholders, develop and deploy strategies to improve fleet performance including reliability analysis, fleet availability drivers and operating costs.

Oversee operating budgets for related activities including head count, travel and training costs, tooling, and publication subscriptions.

Manage aircraft OEM relationships regarding aircraft, aircraft components and engines and ensure effective materials planning is in place and is managed efficiently with select vendors through competitive bidding and achieving economies of scale.

Execute on the safety, compliance and company efficiency improvement projects and initiatives (Airworthiness Controls, HUMS program, FDM, and Compliance Monitoring)

Identify opportunities for improvements in current maintenance organizational structure.

Create and improve synergies between cross functional support departments within Custom.

Ensure accountability for airworthiness compliance, maintenance execution and safety throughout the maintenance organization.

Drive efficiency improvements through analytics, stakeholder engagement and change management.

Lead Maintenance Support Center, AOG, HUMS and Reliability teams to deliver industry leading availability and efficiencies.

Develop a comprehensive engine management program including cost of ownership reduction strategies.

Primary technical liaison with aircraft OEM’s and key vendors to improve reliability and reduce costs.

Conduct internal briefings on product improvements and/or technical services initiatives.

Manage the performance and effectiveness of the base maintenance and technical support team, including managers, engineers, and support staff.

Implement compliant and efficient base maintenance programs to improve reliability and cost.

Identify opportunities for process improvements, technological integration, and best practices to enhance base maintenance efficiency and reduce operational disruptions.

Implement and adhere to robust safety protocols and procedures to mitigate risks and maintain a safe working environment for all base maintenance and technical services staff.

Maintain vendor relationships and implement strategies to reduce overall component costs, define capital expenditure requirements for tooling, equipment, and spares.

Develop a communication plan to ensure stakeholders remain informed and engaged in critical aspects and changes in the business.

Collaborate with the commercial team to minimize revenue impact during base maintenance visits, paint, and modifications.

Ensure all company policies and procedures manuals relating to aircraft base maintenance and technical services as well as training are compliant with company standards and Transport Canada regulations.

Maintain a professional relationship with Transport Canada, aiming for improved compliance and safety.

Ensure personnel and facilities/equipment are in place to meet current and future growth.

Evaluate, train, and develop staff, implement overall departmental succession plans.

Execute responsibilities for the Safety Management System and encourage participation.

Maintain strong relationships with all base maintenance and technical services personnel as well as the line maintenance organization.

Ensure that efficient coordination is in place between base maintenance requirements, OC, Maintenance Planning, Supply Chain, Aircraft/Crew Scheduling, and line maintenance.

Ensure all applicable Airworthiness Directives and Service Bulletins are processed and implemented during all base maintenance visits

Ensure base maintenance and technical services training is effective and cost efficient, including course development, delivery methods, and evaluations for company and regulatory requirements.

Education/Qualifications and Work Experience:

A diploma or degree in aircraft maintenance and/ or engineering or an AME license is required.

Minimum 15 years of experience in technical support or maintenance of transport category aircraft.

Minimum 10 years of direct experience in team management and leadership required.

Lead engineer experience on Sikorsky S76C/ C++ fleet type required.

Experience managing continuing airworthiness, the development of maintenance programs and proven history of reducing maintenance costs.

Strong computer abilities; proficient in Microsoft Office (Word, PowerPoint, Excel, Access, Publisher, and Outlook), and mobile technologies.
