goeasy is seeking an experienced, strategic and delivery-focused
Program Manager
to provide leadership and oversight across multiple interrelated, enterprise-scale IT projects and initiatives within our Project Delivery Office. In a fast-paced, high-growth environment, this role is accountable for translating strategic objectives into an integrated program roadmap, maintaining alignment across parallel workstreams and enabling the coordinated delivery of measurable business outcomes. Working in concert with executive sponsors and key program stakeholders, the successful candidate will establish program governance, optimize functional resources, manage complex cross-project dependencies and risks, and guide the selection and tailoring of Hybrid, Agile and Waterfall delivery approaches across the program.
Operating in a matrix organization without reliance on direct authority, this role provides strategic direction to Project Managers and cross-functional teams, drives executive-level decisions and ensures that individual projects integrate effectively to support the organization’s broader strategic vision.
What will you be doing?
Lead the end-to-end delivery and integration of a portfolio of related, high-risk and complex IT projects and initiatives, from program definition and planning through implementation, transition to operations and benefits realization.
Partner with executive sponsors, business owners and technology leaders to define the program vision, strategic outcomes, success measures, scope boundaries, governance model, decision rights and integrated roadmap.
Establish and maintain an integrated program plan that connects project schedules, milestones, resources, budgets, dependencies, technology, data, security, vendors, testing, change management and operational readiness.
Provide strategic oversight to Project Managers and workstream leads, setting delivery expectations, challenging assumptions, resolving cross-project conflicts and maintaining accountability for integrated outcomes.
In concert with key stakeholders and delivery leaders, determine and tailor the appropriate Hybrid, Agile or Waterfall delivery approach for each component of the program while maintaining consistent program-level governance and reporting.
Optimize the allocation and sequencing of functional resources across the program, working with resource leaders to resolve capacity constraints, competing priorities and skill gaps.
Partner with Product Owners, Business Owners and Technology Leaders to align product roadmaps, investment priorities, delivery plans and outcome-based measures, ensuring effective coordination between product-centric and project-centric delivery models.
Identify, assess and manage program-level risks, issues, assumptions, dependencies, decisions and changes, including cumulative impacts that may not be visible within individual projects.
Lead dependency management across projects, departments, vendors and shared services, ensuring sequencing, integration points, interfaces and critical path impacts are understood and actively managed.
Develop and manage the consolidated program budget, forecast, funding profile, resource plan and vendor commitments, providing transparent reporting of capital and operating expenses, variances and financial risks.
Evaluate and promote the responsible use of AI-enabled delivery, planning, reporting, testing and software-development tools to improve team productivity, delivery quality, decision-making and time-to-value.
Establish program governance and chair executive steering committees, program leadership forums and integrated delivery reviews, ensuring decisions, actions and escalations are documented, assigned and followed through.
Provide concise, strategic and decision-oriented reporting to executives and senior stakeholders on program health, strategic alignment, benefits, financial performance, delivery confidence, dependencies, risks and required interventions.
Ensure security, privacy, accessibility, regulatory, architecture and control requirements are consistently incorporated across program planning, governance, testing and implementation readiness.
Oversee program-wide quality management, integration, data migration, reconciliation, environment readiness, testing, deployment, stabilization and operational handoff, with clear standards and acceptance criteria.
Lead program-level change management and business readiness in partnership with business and change leaders, aligning communications, training, adoption activities and transition plans across affected groups.
Manage strategic vendors and partners across the program, aligning statements of work, contractual deliverables, milestones, service expectations, financial commitments and delivery performance.
Build trusted relationships across business and technology functions, influence without direct authority and facilitate constructive resolution of competing priorities and complex organizational issues.
Coach and mentor Project Managers and delivery leaders, strengthening strategic thinking, leadership, stakeholder management and consistent application of Project Delivery Office standards.
Facilitate program reviews and lessons learned, ensuring improvements are assigned, embedded into delivery practices and shared across the Project Delivery Office.
Identify opportunities to improve software delivery performance, delivery governance, development lifecycle practices and team effectiveness through process optimization, automation, metrics and continuous improvement initiatives.
Support the evolution of goeasy's delivery practices by helping teams apply the appropriate balance of project management, product management and value-stream management disciplines based on business objectives and organizational maturity.
Contribute to portfolio planning and the ongoing maturity of goeasy Project Delivery Office methodologies, governance, resource management, reporting and benefits-management practices.
What experience do you have?
Minimum of 10 years of progressive project and program management experience delivering complex, enterprise-scale IT, software, platform, integration, infrastructure, data or digital transformation initiatives.
Demonstrated success leading large programs or multiple interrelated projects within matrix organizations, translating strategic objectives into integrated roadmaps, governance structures, priorities and measurable business outcomes.
Proven ability to manage complex cross-functional delivery environments, including resource optimization, dependency management, risk mitigation, capacity planning and resolution of competing priorities across multiple workstreams.
Hands-on experience applying and tailoring Hybrid, Agile and Waterfall methodologies, with a strong understanding of the software development lifecycle, including requirements, architecture, development, testing, release, deployment, change management and operational transition.
Experience managing program budgets, forecasts, resource allocations, vendor relationships and contractual commitments, with strong financial acumen in variance analysis and capital versus operating expense management.
Experience leading executive governance, facilitating strategic decision-making and communicating complex program information to senior leaders and diverse stakeholder groups.
Advanced stakeholder management, influence, negotiation, organizational change and conflict-resolution skills, with the ability to lead without direct authority and drive adoption across multiple business groups.
Familiarity with modern software delivery practices, including DevOps, CI/CD, release automation, platform engineering, product delivery, value-stream management and AI-enabled tools that improve delivery effectiveness and operational efficiency.
Strong analytical, critical-thinking and decision-making abilities, with confidence navigating ambiguity, competing priorities and evolving business requirements.
Experience with project planning, Agile delivery, collaboration, financial and portfolio management tools, such as Microsoft Project, Jira, Azure DevOps, SharePoint, PowerPoint or comparable platforms.
PMP certification is required. PgMP or advanced Agile certifications such as PMI-ACP, SAFe or equivalent are considered assets.
Post-secondary degree or diploma in business, technology, engineering or a related discipline, or an equivalent combination of education and experience. Advanced education in business, project management or program management is considered an asset.
